I have neighbour Sirnef. I am Sirnef. All his system should be 100% hab for me but they vary between 60-80... i found it very odd! And not only that - i should benefit from low colonization cost but not...

yep. the starting habs are random, even though the original owner gets 100% hab on them, the next guy to conquer it will get a random value. After they have been modified with bioformers had will act as you were expecting.
